Atty. Khristine Gail V. Bulseco

Atty. Khristine Gail V. Bulseco is a Junior Partner of the Firm, having been promoted to this position in 2021.

Born on March 31, 1985, in Santa, Ilocos Sur, Atty. Bulseco graduated cum laude with a Bachelor of Arts in Political Science from the University of Northern Philippines in 2006. She pursued her legal education at San Sebastian College–Recoletos, where she earned her Bachelor of Laws degree in 2012 and successfully passed the Bar Examinations that same year. Furthering her academic achievements, she obtained a Master’s Degree in Ship Management from the Philippine Merchant Marine Academy – Graduate School in July 2022.

Atty. Bulseco joined SCALAW in 2014 and has since served as one of the Firm’s most active litigators, regularly representing clients in court and administrative hearings. A seasoned trial lawyer, she possesses extensive experience in a wide range of litigation and administrative proceedings. Her areas of practice include Criminal Law, Civil Law (particularly maritime cases, declarations of nullity, adoption, VAWC, and child abuse cases), and Administrative Law, including Labor Law cases before the National Labor Relations Commission (NLRC) and other agencies.

Before joining the Firm, Atty. Bulseco gained valuable experience as a Legal Intern with the Philippine Overseas Employment Administration (POEA) – Legal Department from 2011 to 2012. Following her admission to the Bar, she worked as a Junior Associate at Quial, Ginez & Beltran Law Offices from 2013 to 2014.

With her strong academic foundation, extensive courtroom experience, and commitment to excellence, Atty. Bulseco continues to be a vital member of the Firm’s litigation team.

Atty. Gerlyn Fe G. Oyos-Luna, R.N.

Junior Partner

Atty. Gerlyn Fe G. Oyos Luna, R.N., is a Junior Partner at Santiago, Cruz and Associates Law Offices, where she has been practicing since 2020. She also serves as the Faculty Secretary of the Graduate School of Law at San Sebastian College Recoletos Manila. Alongside her legal practice, she holds the position of Deputy Director at the Consumers Union of the Philippines, reflecting her commitment to public advocacy and consumer rights.

She has an extensive academic career as a Professorial Lecturer in several law schools. Since 2018, she has taught various subjects including Persons and Family Relations, Property and Land Law, Conflicts of Law, Human Rights, Legal Medicine, and Natural Resources and Environmental Laws at institutions such as San Sebastian College Recoletos, the University of Perpetual Help System DALTA, the University of Manila, and Adamson University. She is also an accredited Alternative Dispute Resolution (ADR) Practitioner under the Department of Justice for the period 2021–2024.

Her professional experience includes serving as Associate Lawyer at Lambino Law Firm and as Project Manager for the Strengthening Anti Drug Abuse Councils (ADACs) Project under the Department of the Interior and Local Government. She has also worked as a consultant for the Recoletos Bar Review Center and began her legal career as a Legal Intern at the Office of the Solicitor General.

Atty. Oyos-Luna is pursuing her Master of Laws (LL.M.) at the Graduate School of Law of San Sebastian College Recoletos. She earned her Juris Doctor degree as Class Valedictorian from the same institution and graduated Cum Laude with a Bachelor of Science in Nursing from Silliman University. She currently serves as Chapter Secretary of the Integrated Bar of the Philippines (RSM Chapter) and is a member of the Philippine Nurses Association.

Atty. Dan Joseph T. Cruz

Junior Partner

Atty. Dan Joseph T. Cruz is one of the Junior Partners of the Firm.

Born on March 22, 1987, he is the son of Ret. Judge Danilo S. Cruz, former Presiding Judge of the Regional Trial Court of Pasig City, Branch 152, and National President of the Philippine Judges Association (2022–2023), and Mrs. Marilou T. Cruz.

Atty. Cruz is a proud product of the Ateneo de Manila University, where he completed his education from Grade School to Law School. He obtained his Bachelor of Science in Management, Major in Legal Management, and participated in the Junior Term Abroad Program as an exchange student at Lille Catholic University in France.

He earned his Juris Doctor degree from the Ateneo Law School in 2013. As part of his internship, he joined the Environmental Legal Assistance Center (ELAC), a non-government organization based in Puerto Princesa, Palawan, dedicated to environmental advocacy and legal support. After taking the 2013 Bar Examinations, Atty. Cruz was admitted to the Philippine Bar in 2014.

He began his legal career as a Junior Associate at Cayetano Sebastian Law Offices before establishing his solo practice from 2015 to September 2025. During his years in solo practice, he collaborated with various reputable law firms, including Sañez Taguinod Guia Caguioa Law Offices, Gutierrez Herrera Law Offices, and Manicad Ong Law Offices.

Atty. Cruz has been deeply involved in the Integrated Bar of the Philippines (IBP), holding leadership roles both at the national and chapter levels. At the national level, he served as Deputy Director of the IBP National Center for Legal Aid (2021–2023; 2025–present) and as an Investigating Commissioner of the IBP Commission on Bar Discipline (2019–2025). Within his home chapter, the IBP Rizal – RSM Chapter, he currently serves as Vice President and Legal Aid Chairperson. His previous positions include Public Relations Officer (2015 2017), Secretary (2017–2019; 2021–2023), and Director (2023–2025).

Beyond the legal profession, Atty. Cruz is also active in community and faith-based service. At the EDSA Shrine, he serves as a Lay Minister and currently heads both the Public Affairs Ministry (2016–2018; 2023–present) and the Free Legal Aid Program (2023–present).
